I seek your advice on behalf of a young entrepreneur based in Oregon. Her business is routed through a web site - the merchant, to whom I am trying to transfer funds from my Mastercard account. The payments are being blocked with the message, "Issuing bank temporarily unavailable". The issuing bank insists it is indeed available to transfer funds from my account in the UK, to the merchant's account in the US. Both the issuing bank and the merchant report being totally clueless about this message and the reason the transaction is being blocked. I have never had this problem before when using the same card to pay the same merchant. Have you or your members encountered this problem before? If not, this might at least be valuable feedback on what can and does go wrong with payment-processing services.
